Baby +dry eczema

Good day to you ang greetings, I want to make a cream/salve for a baby of 1,5 with dry eczema. I am thinking of using cardiospermum halicacabum tincture (max 10%), lanolin sheabutter and nigella (among the strong work ingredients) . No essential oils as it is a baby.
